She has an MA from New York School of Art and a BA from the Art Institute Chicago, she has numerous Museum shows behind her and a 20 year career of exhibiting internationally across Europe, Japan and the USA. She's in the Smithsonian and the Carnegie Museum.
I'm pretty sure her goal isn't to suddenly start creating flippable prints for sneaker heads. 
Most times it's about catching up with them, rather than the other way around.

1) It's a commercial endeavour. You can make a lot of money selling out an edition, so you produce something at a price that reflects your market value and hopefully make a packet as it sells out.
2) You want to expose yourself to a wider market. An edition available to the public hopefully builds interest and creates more demand for your original works.
3) You want to give everyone an opportunity to own your work, which would usually be beyond the budget of ordinary people, so produce something affordable/free, e.g. Banksy GDP or Stik giveaways.
I don't see how Bernhardt is anything other than the first. By my count, she has 14 editions available on Counter Editions, all priced at ยฃ3,000+ and largely unsold. So is your point that she's produced these prints out of artistic passion, not in an effort to make money? That she was driven to screen print 100 cigarettes in different colours because the muse possessed her? Just trying to understand what the motivation would be for such large, frequent, expensive releases, if not to actually sell the prints.
