This is Banksy's single most profound and elegant work. He did the most with the least. Not metaphorically. It was canceled. That's how unbelievably bad the situation is. Digest that. Commercial Way. Nameless, faceless, indiscriminate bombings. Funeral home. Own it.

'The Thief' is in possession of litter and could be viewed as doing the public a service by removing it. Lost property is supposed to be turned in and after a waiting period, if unclaimed, is turned back over the the finder(s). That said, The Treasure Act of 1996 could be applied and the government would have to compensate Leon and Co., if they decide to take possession. That would be a fun twist as a Banksy would therein be legally defined as a national treasure. If I were a U.K. lawyer, I would take this case every day of the week.

Contextualized in the moment, I believe that that sign could have the meaning you explained. But in my opinion, it could also have something that links it to Banksy's previous works. A dual message in this case. Drones could mean “controlled shipments.” The "Commercial Way" could be a commercial street. Like the Silk Road for example, which from East to West covered entire continents and related expeditions with 8000 km of roads. Maybe something related to Bbay? Or maybe more? Who can say. Maybe none of this, but more simply a message against idiots, who wage war and cause damage to people, the territory and the entire world.
