This is what Phillips had mentioned to me...
your overall costs will include Buyer’s Premium calculated as 25% of the Hammer Price up to and including £50,000, with VAT added to this charge at 20%. If you are based outside of the EU then the VAT can be cancelled/refunded as long as the work is exported out of the EU within 90 days of the sale. As Banksy is a British artist, you will also be charged Artist’s Resale Right, which is calculated as 4% of the Hammer Price up to and including EUR 50,000.
