Yeah I'm using the term "consolation prize" loosely but I consider it a Banksy to the degree that it's an authorized piece that comes with a GDP label. If the mat had been sold as an edition of 500, like the other items, this would be on par with many of the other items in the shop and people would be clamoring for it accordingly.

If your starting position is genuinely i’m never going to sell my Banksy and value is therefore academic in my lifetime then conceptually this is without doubt one of the strongest pieces.
