It passes the no feet test, text is his handstyle, little details, like the earpice (zoom in) and the shading all look like hallmarks of it being a Banksy. Also this piece was photographed 2 days before Banksy put the Rat up on his instagram, which adds veracity. Time will tell.

Likewise, I'd wager a finger.
The piece has plenty of hallmarks. But it's not an especially strong idea when compared to the clock rat (which I consider excellent).
What's also atypical is the style of the man's eye. To my taste, that element is overly cartoonish.
