Another banksy in new york ? , by met on Mar 16, 2018 0:42:33 GMT 1, That doesn’t look like Banksy to me. If it is, then not like any I’ve seen before. Although you've since mentioned having second thoughts, I figured it was worth adding that, thematically, the work is consistent.
Banksy has also previously done many Kara Walker-style silhouettes.
Some have already been referred to in this thread, but plenty of others exist — like the Separation Wall girl being carried up by her balloons, or the child looking through the telescope (with perched vulture) in Calais.
Here's one created during Better Out Than In:

It passes the no feet test, text is his handstyle, little details, like the earpice (zoom in) and the shading all look like hallmarks of it being a Banksy. Also this piece was photographed 2 days before Banksy put the Rat up on his instagram, which adds veracity. Time will tell. Likewise, I'd wager a finger. The piece has plenty of hallmarks. But it's not an especially strong idea when compared to the clock rat (which I consider excellent). What's also atypical is the style of the man's eye. To my taste, that element is overly cartoonish.
