The French government deserves to be criticised for the situation in Calais and playing chess with the UK.
The reason the French police use tear gas so much is because the government refuses to allow enough police in Calais to be able to deal with things properly. The police are very few compared to the migrants and use tear gas to prevent being attacked and things getting out of hand.
Plus the Gendarmes are recruited from the military and one thing is sure. If the French police tell you to move back or disperse. It's advisable to do that. They take no prisoners.

Scaffold team, big plastic non transparent sheeting to work behind, road work uniforms etc etc. Or just one guy with a cardboard stencil and a couple of spray cans.
