Tbh my first thought was just the opposite. That it looks really good. A continued move towards a stencil version of fine art, and away from the early basic stencils (if you know what I mean).
I'm also interested in seeing the whole piece in context.
I'm wondering about where it's placed.
And I think plip may be right about the Greece connection. Austerity here has been nothing compared to there. But like plip I'm just guessing.

Agree we need to see the bigger picture, this is just a teaser...political piece? Looks like Jesus just woke up with the mother Of all hangovers after an all nighter on cheap wine
