I have a feeling this is being done purely to get it into a big museum/gallery... which wouldn't be a bad thing. Fitting that this should be in the National Portrait Gallery.

I've always been a huge fan of Shep's work. He's the 1st artist I started following.
He made a print in '03 titled 'RADICALS' with this image of MLK Jr w/Warhol, Einstein and Rosa Parks. In fact, I think there's 1 on the bay currently.
