I think you are looking at it a bit too simply. Color and religion play a big part not only in the 'point at the bigot' type of way but also due to their influence on candidates' personal beliefs, which influence their policies.

If shep wants to investigate more closely then it is quite easy. One of the ones sold in the UK has item location listed as Brighton. It should be fairly easy to check his records. If he has only one Brighton buyer then there is the answer. Refund him. But don't refund the whole country.
