It is no better than getting a copy of the litho poster (which it is) and signing banksys name on it. Open to abuse by forgers, its exactly why pest control was set up.

If all / most artists were given one there will a LOT in existance. Plus support staff maybe? POW have traditionally given helpers / organisers a little something as a thank you...

If you have the proof from the seller, and the trust. Get a written coa with address etc You would be fine. More likely it was for the guy selling it.
I understand why coa's arnt given but I think it's a bit of a shame.
He does coa some gifts, but not all of them. Not sure why?

Really, COA's are always secondary to provenance as far as I'm concerned. If it's a gift print and you can track it back to Banksy, no problem, if it's a print with a reciept, registered in your name at POW. No problem. If you have full provenance. It's a Banksy. If you have a print and no provenance, but a COA.. well, you might be able to sell it on. But you'll never know it's real Provenance people. Really, don't blindly rely on a COA.
