If illegal I would say maybe. This looks like some sort of prison mural project = not impressed. One of the best placements that came to my mind was when Seen did the Hollywood sign.

The seen piece was the first thing that came into my mind too.
If Dolk broke into a prison to put up a stencil of an escaping prisoner that would be epic, this however is not.
