Sometimes there are mad extra fees for sending in a specific foreign currency (I've been charged up to USD$50 extra in the past for this, which is prohibitive when sending a low amount), but I've found this fee can be avoided, by sending in your own currency and adding an extra few bucks (say 3%) to cover minor fluctuations in the rate - money will usually be transfered to local currency when it hits the destination account, at no extra cost to the recipient. Are you sure you weren't offering to pay ALL fees? You should be requesting "shared fees" (i.e. you pay your bank to send and he pays his to receive). Wire transfers are usually reasonably priced. (my bank charges me 0.6% to send within the EU or between 1-2% for outside and they're usually terrible for fees in general on other stuff)
If you can't find an alternative, you could always use Western Union or moneygram. They ain't cheap, but it's very fast (minutes) and secure. Or there are other online e-wallet type services, such as Moneybookers, but this may take a few days to get set up at both ends (security checks etc). (I would avoid Neteller, as their support is a nightmare)
