Figure if you or I owned the piece we couldn’t reproduce an image of it for profit I’d imagine...

It’s fairly clear that the member asking if it came with a coa was joking.
The discussion as to whether an artist has to give permission to a museum for the sale of a poster of a piece in their collection is a perfectly valid point for discussion, and is of interest to me, solely because I don’t know the answer. It has nothing to do with this particular, as you say, “fiver” poster, but is of general interest, in my opinion.
