You have to be very very careful when analyzing the EB sale tracker because they are manipulated, but are good for a spot reference...
For this particular piece, Home Invasion, There was a sudden up-surge in value and interest after it was shown on television. Someone brought it into that pawn shop in Vegas and it was on the show Pawn Stars on the History Channel. They did a little cameo on Fairey and suddenly this piece became very popular.
To answer your question about premium for matching numbers, yes they are more valuable. However it depends on how many matching number sets were actually released. If the pieces were not released at the same time and though out these years collectors have found the paired number they are much more valuable;(example Slave Driver and Regular Bob Marley). Sometimes he releases a said number of matching number editions (example Power and Glory skulls red and gold). Other times he releases a piece and if you buy all of them at the same time they just send you matching numbers(example Rise above and Raise the Caliber), in this case it is unknown how many matching sets exists for that particular edition.
These newer Shepard Fairey prints are hard to gauge the value because there are just too many of them out there right now and are so cheap. Very very few 18x24's are worth >$1,000 so they will all have to age for about 15 years before this conversation becomes pertinent, because otherwise you are just splitting hairs. This is just my 2 cents

I was quoted $6000 for the obey 89 on its own from A gallery in Miami!
a full set sold in 2009 at Phillips for £2750,

Seems a few are being offered there at $400. Worth remembering though that price manipulation can occur on these sites as someone has to manually report the sales that are logged.

Today, most materials are sturdier and matrixes can be easily replaced with identical copies on the fly, so the quality is consistent throughout the run. Some people still believe that lower numbers are better quality, some like the nod to tradition, and some just like low numbers, and there may be other factors involved, but in terms of quality, prints from a decent shop will be no better or worse throughout the run. So like everything else, the worth of a low number is simply what the market will bear.
