most overrated: Stik and Penny most underrated: Know Hope
I have to disagree with you on the Penny. I'm not saying that for more hype. As I do not own anything from Penny. However, I've seen some of his 'progress shots' and that guys got game! If anything, he could use a little more (deserved) hype!

If by 'game' you mean can create intricate stencils then yes he has game. I would also add he has game in being derivative and lacking longevity, in my humble opinion.

+1
Most of his images (angels, nudes) are tacky and uninspired. He has skills though, no question...
+++ check out www.red-donkey-gallery.de ! +++ non-established and non-commercial since 2011 +++
He has some serious voodoo can control. I don't think anyone else can paint like him!
Voodoo can control for sure...

MBW Banksy (Daniel Silk wrote it first, so take it out on him ...) Fairey Stik Retna Invader (the hype and prices are way out of line with the art) Grafter (except for Splash) Dolk Swoon Eine Nick Walker
About right ...
Os Gemeos (the best in the business) Adam Neate (sell out shows despite high prices) Phil Frost (ground breaking, but little growth as an artist) Judith Supine (when it's good, it's great) DALeast (when it's good, it's great)
Under rated ...
Jerome Mesnager (painting white ghosts for three decades) Nemo (have never seen any art other than on the streets) Escif (please don't get arrested or hurt) Herakut (can they return to 2008-09 form?) Sickboy (on the rise, and gallery art is impressive) Phlegm (being discovered, but still better than the hype) Know Hope (an original) Interesni Kazki (just haven't really been discovered)
