It's a 5x7 frame from Hobby Lobby. They sell pre-cut mat. ($1.57) The frame ($5.98) was 50% off. All frames are 50% off. Even custom frames. So I'm taking a chance and they are going to frame one of my Rene Gagnon Tagged prints for $105!
