Data Protection restricts any data you provide to the use for which it was given and that use is set by the company in their privacy policy. In eBay's case I can see two clauses under which they could release the information to BRP if they wanted. People *seriously* over estimate the privacy of their data because they never bother to read these policies.

Jboy is right on ebay giving out the sellers full details, you dont have to win the item tho, just be bidding on it.
As for BRP if i remember correctly the sale isnt official until its been posted evan if its been paid for so they can refund you if they please. Pezlow explained it to me a year or so ago so may have forgotten some of it.
